What is a ‘Land Grant College’ and How Does Granting Land Help Them?

Hearing the term, land grant university, may not be familiar to some, as it’s not exactly something people clamor to learn about. However, they do clamor to the very universities the term speaks of.
Institutions of higher education that qualify to receive benefits of the Morrill Acts of 1862 and 1890 so they can exist are ‘land grant universities.’ And being granted the land requires certain levels of performance, growth and standards that must be upheld. Of all the land grant universities, only a very small percentage of the 70-plus schools still haven’t changed their name to ‘University’ and use the word “College” in their name.
Values Change With Time

Educational institutions selected from each state to benefit have received grants due to the Morrill Acts that funded such foundations. They granted federally controlled lands to develop, sell or to generate income to fund and provide for land grant schools. The 1862 Act was for  higher learning about agriculture, engineering and science, but more in respect to changing social class and as a response to the industrial revolution. Less as the mission of these institutions to instill a higher learning as the base of traditional schooling.
Land grant universities benefited even further when in the Hatch Act was implemented. This 1887 Act granted federal funds to land grant schools to establish a series of land stations where agriculture experiments would be developed and carried out, and the information learned would be collected; especially in soil, minerals and plant growth of the region.
Later, in 1914, the Smith-Lever Act was enacted to allow federal agents to go into the rural areas and help however they could to bring the findings in agriculture sciences back to the state. The Act also granted each school annual federal funds for research, stipulating that the states match the federal funds.

Connecticut Recently Purchased 750 Acres to Preserve

In Berlin, Connecticut things are going to stay greener. At least, 750 acres will, since the town has acquired open lands beginning in December of ‘05.
The state’s 2003 Plan of Conservation and Development stimulated the purchases to create a drive to buy up Berlin land and keep it undeveloped. This purchase only represents 40% of the total 1,800 acres dedicated to open green space in and around the city.
The most recent acquisition was of more than 450 acres of the Girl Scouts of America land through a land grant of $199,250, and the city closed the buy on January 6, 2011. The Blue Hills Conservation Area was formerly owned by the Meriden Gas Turbines power plant, being the largest plot of land donated (450 acres).
The Berlin Conservation Commission and the Berlin Land Trusts are working to preserve as much land as possible. Dennis Kern, President of the Berlin Land Trust said they’re very supportive of anything the town can do toward preserving land.
Connecticut Wildlife Benefit

Kern also reported that the open land in Berlin is situated with many various pieces of land that are all connected, enabling wildlife to roam free without having to cross highways or private properties.
As of now, the bonding for open land acquisition has been used up, and there are no more immediate plans to purchase more land. Berlin Economic Development Director James Mahoney added that further plans to acquire land would need the issuance of additional bonding funds.
Berlin considers large pieces of land as they become available, and then it is put before the town council on whether to proceed with a certain piece of land, based on quality, potential and price.
Connecticut’s long-term goal is that at least 21 percent of its land is open green spaces. Currently, successful preservation of 400,000 acres has been accomplished, making up 73% of the state’s 673,000 acre requirement for reaching that goal.
